Modified Laws of the Game – Youth Soccer

Law 1: Field of Play

Field size for U5-U12 players is reduced for small- sided play.

U13 –U19 play on regulation size fields.

Games in Folsom will be assigned appropriately for the age group.

Law 2: The Ball

U5 – U8 play with size 3 soccer ball

U9 – U12 play with size 4 soccer ball

U13-U19 play with size 5 soccer ball

Law 3: Number of Players & Substitutions

Recreation

U5&U8              4v4 no goalkeepers

U9&U10            7v7 with one player designated as a goalkeeper   (Minimum of 6 players)

U11&U12        9v9  with one player designated as a goalkeeper

U13 – U19         11v11 with one player designated as a goalkeeper   (Minimum of 7 players)

Substitutions for U5-U8 may be made at any stoppage but should be limited to injuries and quarters.

Substitutions for U9-U19 should only be made during natural stoppages and are unlimited.

U8 NorCal Premier   4v4 with one player designated as a goalkeeper

U9&U10 NorCal Premier  7v7 with one player designated as a goalkeeper   (minimum of 5 players)

U11&U12 NorCal Premier  9v9 with one player designated as a goalkeeper   (minimum of 6 players)

U13-U19 NorCal Premier  11v11 with one player designated as a goalkeeper   (minimum of 7 players)

U8 CalNorth   4v4 with one player designated as a goalkeeper

U9&U10 CalNorth   7v7 with one player designated as a goalkeeper (minimum of 5 players)

U11&U12 CalNorth 9v9 with one player designated as a goalkeeper    (minimum of 6 players)

U13-U19 CalNorth 11v11 with one player designated as a goalkeeper    (minimum of 7 players)

Comp CalNorth and Recreation (U9-U19) Substitutions

Including: CYSA /CCSL/CPL/FLSL

U9-U19 are allowed unlimited substitutions. A substitute shall not enter the field of play until he/she has been given a signal to do so by the referee or assistant referee.

Players may be substituted at the following times:

  • Prior to a throw-in, in your favor, or by either team if the team in possession of the ball substitutes.
  • Prior to a goal kick, by either team.
  • After a goal, by either team.
  • After an injury, when the referee stops play, by either team.
  • At half time.
  • When the referee stops play to caution a player, only the cautioned player may be substituted, prior to the restart of the game.
  • The number of substitutes shall be unlimited. A substitute shall not enter the field of play until he/she has been given a signal to do so by the referee.

Comp NorCal Premier (US Club) Substitutions

U8 & up are allowed unlimited substitutions. A substitute shall not enter the field of play until he/she has been given a signal to do so by the referee or assistant referee.

Players may be substituted at the following times:

  • Prior to a throw-in by either team regardless of possession
  • Prior to a goal kick, by either team.
  • After a goal, by either team.
  • After an injury, when the referee stops play, by either team.
  • At half time.
  • When the referee stops play to caution a player.

Law 4: Player Equipment

U5-U8 Non-uniform clothing is allowed based on weather conditions, but uniforms must still distinguish teams.

U9-U19 – No modifications.

Law 5 and Law 6: The Referee and Assistant Referee

The number of game officials for a specific match will be appropriate for the rules of competition.

Law 7: Duration of the Match

Recreation:

U5-U6 play four 8-minute quarters with a 2-minute break between quarters and a 5-minute half-time break

U7 play four 8-minute quarters with a 1-minute break between quarters and a 10-minute half-time break

U8 play two 20 minute halves with a 10-minute half-time break

U9 & U10 play two 25 minute halves with a 10-minute half-time break

U11 & U12 play two 30 minute halves with a 10-minute half-time break.

U13 & U14 play two 35-minute halves with a 10-minute half-time break.

U15 & U16 play two 40-minute halves with a 10-minute half-time break.

U17 & up play two 45-minute halves with a 10-minute half-time break.

Comp:

U8 CalNorth play 3×15 minute periods

U9&U10 CalNorth play play 2×25 minute halves

U11&U12 CalNorth play 2×30 minute halves

U13&U14 CalNorth play 2×35 minute halves

U15&U16 CalNorth play 2×40 minute halves

U17-U19 CalNorth play 2×45 minute halves

U8 NorCal Premier play 4×10 minute quarters with a 5 minute half-time break

U9 & U10 NorCal Premier play 2×25 minute halves with a 5-minute half-time break

U11 & U12 NorCal Premier play 2×30 minute halves with a 5-minute half-time break.

U13 NorCal Premier play 2×35 minute halves with a 10-minute half-time break.

U14-U16 NorCal Premier play two 40-minute halves with a 10-minute half-time break.

Law 8: Start and Restart of Play

No modifications.

Law 9: Ball In and Out of Play

No modifications.

Law 10: Method of Scoring

No modifications.

Law 11: Offside

****Offside is not called for Rec U5 thru U8 age groups.

Law 12: Fouls and Misconduct

U5-U8 – all fouls shall result in an indirect free kick.  The referee/coach/parent must explain ALL infringements to the offending player.  No cards shown for misconduct.

 Law 13: Free Kicks

Rec or Comp – All free kicks for U5 – U8 are indirect free kicks.

U5&U6 (Rec) – Opponents must be at least four (4) yards from the ball until it is in play.

U7&U8 (Rec) – Opponents must be at least five (5) yards from the ball until it is in play.

U9&U10 (Rec) – Both Direct and Indirect Kicks are awarded. Standoff is 7 yards. Penalty kicks can be awarded, and the spot is 7 yards from the goal line.

Comp

U9&U10 CalNorth  (7v7) all free kicks are indirect. The standoff is 7 yards, and goal kicks are taken from anywhere in the penalty area. There are no penalty kicks.

U9&U10 NorCal  (7v7) Direct and Indirect free kicks are awarded. The standoff is 7 yards, and goal kicks are taken from anywhere in the penalty area. There are penalty kicks and the mark is 7 yards from the center of the goal line.

U9&U10 CalNorth (7v7) Goal kicks and balls thrown or punted by the goal keeper may not cross the center line without touching either the ground or a player first. Infractions are restarted with an Indirect Free Kick for the opposing team at the halfway line

U11&U12 CalNorth (9v9) Direct and Indirect free kicks are awarded. The standoff is 7 yards, and goal kicks are taken from anywhere in the penalty area. There are penalty kicks and the mark is 7 yards from the center of the goal line.

Law 14: Penalty Kick

No penalty kicks are awarded for U5-U8 age groups.

U9 – U11 the penalty mark is set at 10 yards.

Comp

U9&U10 CalNorth  (7v7) There are no penalty kicks.

U11&U12 CalNorth (9v9) The penalty spot is marked at 7 yards from the goal line.

Law 15: Throw-In

U5&U6  Players shall throw the ball in to restart play.  The opponents shall be four (4) yards from the ball until it is in play.

U7&U8  Players shall throw the ball in to restart play, although one (1) re-throw (each time) is allowed after an explanation.

Law 16: Goal Kick

U9&U10 NorCal Premier Goal kicks are permitted to take goal kicks from anywhere in the penalty area.
